^ Disconnect EVR.

^ Does over voltage go away?

YES -- Replace EVR. Go to A2. A2 - Base Voltage and No-Load Test

NO -- Service shorted harness between EVR and alternator. Go to A2. A2 - Base Voltage and No-Load Test
